To begin with, I haven't watched Rio: Rainbow Gate! but Imazaki Itsuki, the storyboard writer of its 2nd episode complained in his Twitter account that the episode didn't make any sense.
He altered the scenario in his storyboard but the aired episode was mostly reverted to the original script. Here is his tweets regarding the 2nd episode:
itsuki_Imazaki: Ah, episode 2 of Rio has already started. I'm worried about it...
itsuki_Imazaki: Looks like it's mostly reverted to the original scenario.
itsuki_Imazaki: It doesn't make any sense in that direction.
itsuki_Imazaki: What the hell is this? I'm virtually not responsible for this.
itsuki_Imazaki: Stop using my storyboard sporadically...
In the conventional production process of anime episodes, a scenario writer writes the initial script, a storyboard writer makes the storyboard based on the script, and the episode director produces the animation sequence.
